On June 25, 2026, the Albany Police Department asked the Georgia Bureau of Investigation to review the results of an internal audit of the department’s Flock Safety license-plate reader access. According to GBI, the audit indicated five officers had accessed Flock on multiple occasions and used retained plate data for non–law-enforcement purposes.
On July 6, 2026, GBI announced the arrests of five former Albany PD employees — Tytianna Davis (27), Jade Jackson (32), Nicholas Richardson (30), Brittney Smith (23), and Issac Whitus (24) — each charged with Misuse of License Plate Data (count totals vary by defendant, ranging from one to eleven) and Violation of Oath of Office. All five had already left the department by the time of the announcement and were booked into the Dougherty County Jail.
GBI said the case file will go to the Dougherty Judicial Circuit District Attorney once the investigation is complete. Specific personal motives for each lookup were not detailed in the GBI release.
